Escalation / de-escalation functionality:

Via pulldown, user can reassign the action depending on their role:

      1. MD can reassign action to: 
        1. MD (lateral)
        2. RN (de-escalation)
        3. Coach (de-escalation)
      2. RN can reassign action to:
        1. MD (escalation)
        2. RN (lateral)
        3. Coach (de-escalation)
      3. Coach can reassign action to:
        1. RN (escalation)
        2. Coach (lateral)
